AAD and AAD B2C are two completely separate, independent directories within Azure.

There is no overlap in the users in these directories.

B2C is typically used to configure customer facing applications within Azure (within the b2c tenant).  Users in the b2c directory automatically get access to the configured applications.

What if you wanted to grant access to  AAD users (not the AAD B2C users),   to the same set of external facing applications?

That’s where you would configure AAD as an IdP (Identity Provider) for your B2C tenant.
